18/1 MINUTES - CHILDREN AND LEARNING SCRUTINY PANEL - 11 APRIL 2018

The minutes of the Children and Learning Scrutiny Panel meeting held on 11 April 2018 were submitted and approved as a correct record.

18/2 APPOINTMENT OF VICE CHAIR FOR 2018/2019

Nominations were sought for the appointment of Vice-Chair of the Children and Young People's Learning Scrutiny Panel. Councillor Higgins was nominated and seconded and, therefore, appointed as Vice-Chair of the scrutiny panel until amended by the panel.

 

AGREED as follows:


That Councillor Higgins be appointed as Vice-Chair of the Children and Young People's Learning Scrutiny Panel until amended by the scrutiny panel.

18/3 SETTING THE SCRUTINY PANELS WORK PROGRAMME 2018/2019

The Democratic Services Officer presented a report that invited the Children and People's Learning Scrutiny Panel to consider its work programme for 2018/19.


Members were asked to note that the topic of Promoting good emotional wellbeing and mental health for children and young people had been agreed last year and not investigated.


A list of potential topics, which were anticipated to be of particular interest to the scrutiny panel, and the suggestions received in respect of the scrutiny panel's remit were contained in the submitted report.  Members were advised that the topical issues and suggestions outlined in the report were merely proposals and the content of the work programme was entirely a decision for the panel to make. 


The scrutiny panel was encouraged to select two topics where scrutiny could make an impact, add value or contribute to policy development.


To assist with the task, the Executive Director for Children's Services was in attendance to answer questions from the Committee.

 

From the Panel's discussions, it was agreed that the Panel would investigate the following topics:

 

School Holiday Provision

  • What holiday provision is currently available in Middlesbrough which provides food and activities
  • How can current provision be extended to ensure that all children and young people have access

Emotional Health and Wellbeing for Children and Young People

  • To ensure all children and young people in Middlesbrough have good emotional health and wellbeing
  • To identify best practice in schools

The Scrutiny Panel also agreed that they may complete a short review of Work Experience. The Panel were advised that the Youth Select Committee were investigating issues around quality work experience it was agreed that it would beneficial to await the outcome of their investigations and hold a one meeting review.


It was also agreed to establish a Task and Finish Group to look at improving children’s behaviour in school.

The Panel would also receive updates in relation to the following:

  • Listening to the Voice of the Child
  • School attendance

The Executive Director informed the Panel that significant progress had been made following the Special Education Needs and Disability (SEND) Ofsted inspection.  The Panel heard that significant improvements had been made against the Written Statement of Action and that monitoring visits from DfE and NHS England would be coming to an end.  It was recommended that the learning from the SEND inspection be presented at an Extraordinary Meeting of the Council or a pre-meeting of the Council.  It was suggested that Cath Hitchin from DfE could be invited to attend the meeting.

That the topics listed below be submitted to the Overview and Scrutiny Board for approval and inclusion in the scrutiny work programme of the Children and Young People's Learning Scrutiny Panel for 2018/2019:

  • School Holiday Provision
  • Emotional Health and Wellbeing for Children and Young People

 


 

18/4 PROPOSED MEETING SCHEDULE 2018/2019 MUNICIPAL YEAR

A provisional schedule of meeting dates, for the 2018/19 municipal year, was submitted for the scrutiny panel's consideration.


AGREED as follows:


That the proposed meeting dates, for 2018/19, be approved.

18/5 OVERVIEW AND SCRUTINY BOARD - AN UPDATE

The Chair presented an update on the matters that were considered at the Overview and Scrutiny Board meeting held on5 June 2018. The Chair provided the scrutiny panel with information in respect of the following items:
