13/44 MINUTES - COUNCIL 16 OCTOBER 2013

The minutes of the meeting of Middlesbrough Council held on 16 October 2013 were taken as read and approved as a correct record.

13/45 ANNOUNCEMENTS/COMMUNICATIONS

The Chair confirmed that an Extraordinary Meeting of the Council would be held on Monday 20 January 2014 at 7.00 p.m. in order to receive the feedback on the Mayor's Budget Statement.

13/47 DEPUTY MAYOR AND EXECUTIVE MEMBER REPORTS

The Chair invited Members to raise items for general discussion arising from the information Booklet of Executive Member reports (previously circulated) which detailed activities carried out within the respective Executive Member portfolios (Section 1), Executive decisions taken (Section 2) or to be taken where known, prior to and following the meeting (Sections 3 and 4).

 

Members commented and posed questions in relation to the following matters and Executive Members responded where appropriate:-

 

(a) North East Culture Partnership - Arts Funding

Members provided further statistical information recently published which demonstrated as highlighted in the report of the Deputy Mayor and Executive Member for Resources and reported at the meeting of imbalances of funding between the North East, in particular Middlesbrough and more affluent areas.

 

(b) Living Wage

 

In response to comments by a Member regarding apparent low level earnings of a number of persons working in Area Care the Deputy Mayor and Executive Member for Resources referred to current training programmes and confirmed that the matter would be examined.

 

(c) Offshore Wind Validation Centre

 

The Executive Member for Regeneration and Economic Development welcomed the positive comments from Members on the success in receiving European Regional Development Fund and other resources in respect of the full funding package for the Offshore Wind Validation Centre. Specific reference was also made to an outline ERDF application which would enable further infrastructure works at Teesside Advanced Manufacturing Park.

 

(d) Small Business Saturday - Tees Valley Skills and Apprenticeship Programme

 

The Executive Member for Regeneration and Economic Development acknowledged the comments of Members as to the importance of the Tees Valley Skills and Apprenticeship Programme aimed at supporting 700 people into work across the Tees Valley.

13/48 OVERVIEW AND SCRUTINY BOARD

Council received and considered a report presented by the Chair of the Overview and Scrutiny Board outlining the work of the Board and Scrutiny Panels.

 

In response to clarification sought from a Member, the Chair of the Overview and Scrutiny Board confirmed that further information would be provided regarding the matter raised relating to the attendance of the Head of Service at Cleveland Police at scrutiny meetings.
