The Interim Director of Childrens Services submitted a report that sought support for changes to High Needs SEN and Alternative Provision funding. The report detailed the reviews undertaken, the issues identified and the recommended proposals for implementation with effect from April 2017 following consultation with all stakeholders.
That Executive supported the proposed changes to High Needs SEN and Alternative Provision Funding detailed in the report, which would be incorporated into a Consultation Document and shared with all stakeholders for the period from 21 November 2016 to 3 January 2017.
The decision was supported by the following reasons:
The proposed changes if supported and implemented would assist the Local Authority in ensuring that its High Needs funding arrangements were transparent and provided the Local Authority with an opportunity to meet the needs of children and young people 0-25 (SEND) and pre 16 children and young people who required Alternative Provision.
