16/4 2018/19 SCHOOL ADMISSIONS ARRANGEMENTS

The Interim Strategic Director of Children's Services submitted a report, the purpose of which was to consider and approve the Middlesbrough school admission arrangements for the intake in September 2018.

 

The latest School Admissions Code which applied to admissions to all maintained schools and academies, came into force in December 2014. Admission authorities were required to ensure that the determined admission arrangements for 2018/2019 complied with the mandatory provisions of the Code.

 

Each year, the local authority determined their admission arrangements which were then formally consulted upon with schools, parents and other local authorities for a minimum of 6 weeks. The public consultation took place between the months of December 2016 to January 2017. The Admissions Scheme was applicable to all schools within Middlesbrough and provided details of the admissions procedures and proposed timetables.

 

The Admissions Arrangements and Admission Numbers provided details of the oversubscription criteria and admission arrangements for the community primary and secondary schools in Middlesbrough. It was proposed that the admission numbers be applicable to the relevant intake year only and would remain the same for that relevant year group throughout the progression of the year group through the school.

 

It was highlighted that the In-Year Transfer Scheme remained unchanged from previous years. The 2014 School Admissions Code provided for admission authorities to change the way in which mid-year transfer requests from the intake year were processed. It was proposed that Middlesbrough continue with its existing arrangements for processing transfer requests for all schools in Middlesbrough to facilitate the monitoring of transfers and Children Missing from Education, in line with other neighbouring authorities.

 

No comments had been received in relation to the consultation process in respect of the proposed School Admission Arrangements for 2018/2019.

As this was a statutory function, no option appraisal or risk assessment was indicated.

 

ORDERED as follows:

 

That the School Admission Arrangements for the Middlesbrough intake in September 2018 be approved.

 

REASONS

 

The decision was supported for the following reason:

 

The School Admission Arrangements had been subject to consultation and they reflected the current capacity available in Middlesbrough schools.
