17/1 MINUTES - HEALTH SCRUTINY - 28 APRIL 2017

 
17/2 APPOINTMENT OF VICE CHAIR

Nominations were sought for the appointment of Vice-Chair of the Health Scrutiny Panel. In his absence Councillor Biswas was nominated and seconded and, therefore, appointed as Vice-Chair of the Scrutiny Panel until amended by the Panel.

17/3 SETTING THE SCRUTINY PANEL'S WORK PROGRAMME - 2017/2018

A report was presented to provide Members of the Health Scrutiny Panel with a range of information extracted from various sources to assist in the consideration of suitable topics for inclusion in the Panel's Work Programme 2017/2018.

The submitted report contained a list of potential topics for review, updates arising from previous reviews, suggestions from the Leadership Management Team (LMT), as well as topical issues provided by members of the public, councillor officers, elected Members, voluntary and community sector organisations and Healthwatch.

Members discussed the list of topics and the Officer provided updates and further information as appropriate.

The following topics were proposed for review:

1. Health needs of school age children with particular reference to obesity and dental health
2. The local Sustainable Transformation Partnership (STP) and its implications for residents

The following topic were proposed for information:

3. Abuse of staff in Health Facilities
4. Middlesbrough Prevention Strategy: Adults and Older People 2016 - 2020 (Draft)
5. GP recruitment in Middlesbrough

In addition, updates would be provided on previous topics including:

6. NHS Finances
7. Waiting Times for Cancer Care
8. Breast Radiology Services
9. Healthcare Associated Infections

 

AGREED that: -

 

1. The topics listed at 1 to 5 above, would be submitted to the Overview and Scrutiny Board for approval for inclusion in the Panel's Work Programme 2017- 2018.

 

2. Update reports would be provided in respect of previous reviews listed at 6 to 9 above.

 

3. That the July meeting of the Health Scrutiny Panel focused on the latest developments with the local Sustainable Transformation Partnership (STP). An invitation would be extended to the Chief Officer at South Tees CCG, the Council’s Chief Executive and the Director of Adult Social Care and Health Integration. An open invitation would be extended to all Members.

 

4. That the panel meeting scheduled for September be held at James Cook University Hospital (JCUH). An update on Breast Radiology Services to be provided by South Tees NHS Foundation Trust.

 

5. That the Middlesbrough Prevention Strategy: Adults and Older People 2016 - 2020 (Draft) be presented at the panel’s September meeting.

 

6. That the topic of access to sexual health services across South Tees be referred to the South Tees Health Scrutiny Joint Committee.

17/4 PROPOSED MEETING SCHEDULE - 2017/2018 MUNICIPAL YEAR

A report detailing the proposed dates for the Health Scrutiny Panel for the 2017/18 municipal year was presented.

AGREED that: -

 

1. The proposed dates be approved and electronic invites for all meetings be sent to the panel Members and relevant officers.

17/5 PROPOSED RE-DESIGNATION OF THE BETTER HEALTH PROGRAMME JOINT HEALTH SCRUTINY COMMITTEE

A report was presented to inform the panel of the proposal for the the Better Health Programme Joint Health Scrutiny Committee to be redesignated as the Durham, Darlington and Teesside, Hambleton, Richmondshire and Whitby Joint Health Overview and Scrutiny Committee.

 

A report had been prepared by the Principal Scrutiny Officer at Durham County Council to invite Members of the Joint Scrutiny Committee to agree to the re-designation of the Better Health Programme (BHP) Joint Health Scrutiny Committee to incorporate local authority scrutiny of the Durham, Darlington and Teesside Hambleton Richmondshire and Whitby Sustainability and Transformation Plan and any associated service review proposals. A draft copy of the report was attached for Members reference.

 

The report was scheduled to be considered by Members of the BHP Joint Scrutiny Committee at its first meeting of 2017/18, which was to be held in Hartlepool on 10 July. The report needed to be submitted to each Council for approval prior to it being considered by the BHP Committee itself. The report was scheduled to be considered by the Corporate Affairs and Audit Committee that day to approve the re-designation and amended Terms of Reference, given that no ordinary Council meeting was scheduled in advance of the July BHP Joint Committee meeting.

 

In accordance with the regulations detailed in the report, the new Joint Committee would be the vehicle through which the respective Local Authorities would respond to the STP consultation. Individual member Council’s designated Health Overview and Scrutiny Committee would be required to provide information and representations in respect of any consultations as it impacted upon their residents to the Joint Health OSC via its nominated representatives.

 

AGREED as follows:-


1. That the information presented be noted and if approved that the minutes from the redesignated Durham, Darlington and Teesside, Hambleton Richmondshire and Whitby Joint Health Overview and Scrutiny Committee be submitted to the panel.
