The Executive Director of Economic Development and Communities submitted a report that sought approval for consultation on a number of Main Modifications required to comply with the Planning Inspectors requested changes to the Middlesbrough Housing Local Plan made during the Public Examination.
The report stated that during the examination into the Middlesbrough Housing Local Plan the Planning Inspector had directed the Council to make a number of amendments to the Plan, known as Main Modifications. They were necessary for the Inspector to be able to find the Local Plan sound and for the Council, subject to the final Inspectors Report, to be in a position to adopt the Plan later in the year.
The Inspector had requested that a detailed wording for the modifications be provided by the Council, rather than herself, and that those modifications were then consulted on for a six week period. The Inspector had provided guidance on both the format and wording of the proposed modifications. The modifications requested by the Inspector, were as follows, further details of which were outlined in the report:
Coulby Newham allocation
Infrastructure Delivery Plan
Land South of Guisborough Road, Nunthorpe
Gypsys and Travellers
The main modifications were detailed in the appendix attached to the report.
No options were discussed as it was a statutory requirement.
That the Main Modifications attached at Appendix 1 for the purposes of consultation be approved; and;
that any further modifications required by the Planning Inspector prior to consultation be delegated to the Executive Director, Economic Development and Communities in consultation with the Executive Member for Regeneration.
The decisions were supported by the following reason:
The Main Modifications were in response to the requirements of the Planning Inspector into the Middlesbrough Housing Local Plan examination to ensure that the Plan is found sound.
