12/1 LEISURE SPONSORSHIP TENDER

The Director of Adult Social Care and Environment submitted a report seeking approval to appoint a contractor for a tender covering the management of sponsorship and advertising at four leisure venues located at the Middlesbrough Cycle Circuit, the Prissick Skateboard Park Plaza, the Middlesbrough Municipal Golf Centre and Newham Grange Leisure Farm.

 

A tender process had been undertaken to seek a contractor to undertake responsibility for the establishment, maintenance and on going management of advertising at four selected leisure venues, namely; the Middlesbrough Cycle Circuit, the Prissick Skateboard Park Plaza, the Middlesbrough Municipal Golf Centre and Newham Grange Leisure Farm on a profit sharing basis.

 

The proposed contract was for two years with an optional extension for an additional year at the discretion of the Council. The contractor was responsible for providing advertising signs and other features, for example, naming rights, litter bins and golf tees at the selected venues at no cost to the Council. The tender document specified the maximum size of the signs, the content of which would be subject to approval by officers. The tender document specified a list of unacceptable sponsorship criteria.

 

The tender specification document was developed in consultation with the Council’s Procurement Team. One submission had been received by the closing date of 6th July 2012. An officer panel had evaluated this tender. The submission was from Immediate Solution, a trading name of Swift Rapid Ltd. Immediate Solutions scored 837.5 points out of a possible 1,000 points and passed all the checks made in the Supplier Assessment Questionnaire.

 

The tender was for a guaranteed payment of £3,700 exclusive of VAT to the Council and for 60% of all revenues generated after the contractor had paid for the costs of design, manufacture and maintenance up to a specified amount per location.

 

The report outlined the following option:

 

There was one tender submission. Following discussions with the Council’s Procurement Manager and Legal Services, the tender was judged in principle to offer value for money.

 

ORDERED

 

That the contract be awarded to Swift Rapid Ltd trading as Immediate Solutions subject to any variations required on matters of detail.

 

REASONS

 

The decision was supported by the following reason:

 

To raise additional revenues for the named leisure venues and reduce the annual subsidies.

The decision(s) will come into force after five working days following the day the decision was taken unless the decision becomes subject to the call in procedures.
