13/1 MINUTES - PLANNING AND DEVELOPMENT COMMITTEE - 3 MAY 2013

The minutes of the meeting of the Planning and Development Committee held on 3 May 2013 were taken as read and approved as a true record.

 

13/2 SCHEDULE OF REMAINING PLANNING APPLICATIONS TO BE CONSIDERED BY COMMITTEE

The Head of Development submitted plans deposited as applications to develop land under the Town and Country Planning Act 1990 and the Head of Development Control reported thereon.

 

SUSPENSION OF COUNCIL PROCEDURE RULE NO 10 - ORDER OF BUSINESS

 

ORDERED that, in accordance with Council Procedure Rule No 10, the Committee agreed to vary the order of business.

 

ORDERED that the following applications be determined as shown:

 

M/FP/0370/13/P - conversion of existing bungalow to two storey dwelling at Fairview, Dixons Bank, Marton-in-Cleveland, Middlesbrough for Mr H Bowles

 

The Head of Development advised Members that the above application had been identified as requiring a site visit by Members of the Planning and Development Committee. Accordingly a site visit had been held prior to the meeting.

 

Full details of the planning application, plan status and planning history were outlined in the report. The report contained a detailed analysis of the application and analysed relevant Policies from the National Planning Policy Framework and the Local Development Framework.

 

Neighbourhood consultations had taken place and two letters of objection to the application had been received, the details of which were advised to the Committee. No objections to the application had been received from the Statutory Authorities.

 

An objector present at the meeting elected to address the Committee and spoke in opposition to the application. Councillor C Hobson, Ward Councillor, addressed the Committee and spoke in opposition to the application.

ORDERED that the application be Approved subject to the conditions included in the report for the reasons set out in the report.

 

M/FP/0302/13/P - single storey extension to rear at 38 Hawkstone, Marton-in-Cleveland, Middlesbrough for Mr and Mrs Micklewright

 

The Head of Development advised Members that the above application had been identified as requiring a site visit by Members of the Planning and Development Committee. Accordingly a site visit had been held prior to the meeting.

 

Full details of the planning application, plan status and planning history were outlined in the report. The report contained a detailed analysis of the application and analysed relevant Policies from the National Planning Policy Framework and the Local Development Framework.

 

It was highlighted that although this scale of development was usually permitted development for a detached dwelling, planning permission was required for this extension as permitted development rights were removed from the estate by the original planning consent.

 

Neighbourhood consultations had taken place and one letter of objection to the application had been received, the details of which were advised to the Committee. No objections to the application had been received from the Statutory Authorities.

 

The applicant was present at the meeting and elected to address the Committee. An objector present at the meeting spoke in opposition to the application. Councillor C Hobson, Ward Councillor, addressed the Committee and spoke in opposition to the application.

M/FP/0319/13/P - second floor extensions and alterations to create additional 21 no bedsits at 313 Marton Road, Middlesbrough for Mr and Mrs Hussain

 

The Head of Development advised Members that the above application had been identified as requiring a site visit by Members of the Planning and Development Committee. Accordingly a site visit had been held prior to the meeting.

 

Full details of the planning application, plan status and planning history were outlined in the report. The report contained a detailed analysis of the application and analysed relevant Policies from the National Planning Policy Framework and the Local Development Framework.

 

Neighbourhood consultations had taken place and one letter of objection to the application had been received, the details of which were advised to the Committee. In addition, since the report was produced, two petitions had been received. One petition was in support of the application and contained 85 signatures and the other petition was in objection to the application and contained 39 signatures. 

 

No objections to the application had been received from the Statutory Authorities.

 

The applicant’s agent was present at the meeting and elected to address the Committee. An objector present at the meeting spoke in opposition to the application. 

 

ORDERED that the application be Approved subject to the conditions included in the report for the reasons set out in the report.


 M/FP/0301/13/P - erection of 6 storey workshop facility (B1) with associated access and car parking at Boho 5 land at Bridge Street East/Winward Way, Middlesbrough for Middlesbrough Council.

 

Full details of the planning application, plan status and planning history were outlined in the report. The report contained a detailed analysis of the application and analysed relevant Policies from the National Planning Policy Framework and the Local Development Framework.

 

Neighbourhood consultations had taken place and following the consultation period the Council received no written objection. No objections had been received from the Statutory Authorities.

 

The applicant’s agent was present at the meeting and elected to address the Committee.

 

ORDERED that the application be Approved subject to the conditions included in the report for the reasons set out in the report.
 

13/3 APPLICATIONS APPROVED BY THE HEAD OF PLANNING AND REGENERATION

The Head of Development submitted details of planning applications which had been approved to date in accordance with the delegated authority granted to him at Minute 187 (29 September 1992).

13/4 ANY OTHER BUSINESS

Members discussed progress on previous planning applications approved by the Planning and Development Committee.

 

The Head of Development agreed to provide updates on progress on applications to Committee members.
