13/39 MINUTES - PLANNING AND DEVELOPMENT COMMITTEE - 7 FEBRUARY 2014

The minutes of the Planning and Development Committee held on 7 February 2014 were taken as read and approved as a true record.

13/40 SCHEDULE OF REMAINING PLANNING APPLICATIONS TO BE CONSIDERED BY COMMITTEE

The Head of Development submitted plans deposited as applications to develop land under the Town and Country Planning Act 1990 and the Head of Development reported thereon.

 

ORDERED that the following applications be determined as shown:

 

M/FP/0039/14/P - Change of use from sandwich bar (A1) to hot food takeaway (A5) with ducting to rear at 269 Acklam Road, Middlesbrough, for Mr S Ashraf

 

The Head of Development advised Members that the above application had been identified as requiring a site visit by Members of the Planning and Development Committee.  Accordingly a site visit had been held on the morning prior to the meeting.

 

Full details of the planning application, planning history, and the plan status were outlined in the report.  The report contained a detailed analysis of the application and analysed policies from the National Planning and Policy Framework and the Local Development Framework.

 

Neighbourhood consultations had taken place and objections to the application had been received from the occupier of No 61 Kader Avenue, the Community Council and the Ward Councillor.   Details of the objections were reported to the Committee. There were no objections to the application received from the statutory consultees.

 

The Applicant's Agent elected to address the Committee in support of the application.

 

ORDERED that the application be Approved on Condition subject to the conditions contained in the report.

 

M/FP/1170/13/P - Residential development comprising 79 No dwellings with associated access roads, footpaths, landscaping/boundary treatment and car parking at land at Ladgate Lane, Middlesbrough, for Mr M Mowbray

 

The Head of Development advised Members that the above application had been identified as requiring a site visit by Members of the Planning and Development Committee. Accordingly a site visit had been held on the morning prior to the meeting.

 

Full details of the planning application and the plan status were outlined in the report. The report contained a detailed analysis of the application and analysed policies from the National Planning and Policy Framework and the Local Development Framework.  Details of the wider leisure and residential development proposals at Prissick Base were also outlined to the Committee.

 

Neighbourhood consultations had taken place and one objection to the application had been received from a local resident, the details of which were reported to the Committee.   There were no objections to the application received from the statutory consultees.
 

The Applicant's Agent confirmed that whilst no remedial work had taken place to date, if the Application was approved, a remediation strategy would be submitted to the Local Planning Authority for approval.

 

ORDERED that the application be Approved on Condition subject to the conditions contained in the report.

 

 

13/41 PLANNING APPEAL

The Director of Legal and Democratic Services presented a report, the purpose of which was to advise Members of the findings of the Inspector appointed by the Secretary of State for Environment, Transport and the Regions, with regard to the following planning appeal:-

 

6 Croydon Road, Middlesbrough - APP/W0734/C/13/2200425 - Appeal dismissed.

 

A copy of the decision notice in respect of the appeal was attached to the report for Members' information.

 

ORDERED that the report and its contents be noted.

13/42 APPLICATIONS APPROVED BY THE HEAD OF PLANNING AND REGENERATION

The Head of Development submitted details of planning applications which had been approved to date in accordance with the delegated authority granted to him at Minute 187 (29 September 1992).

13/43 ANY OTHER URGENT ITEMS WHICH IN THE OPINION OF THE CHAIR, MAY BE CONSIDERED.

Planning and Development Committee - Schedule of Meetings for the Municipal Year 2014-2015

 

A schedule of meeting dates for the Planning and Development Committee for the Municipal Year 2014-2015, as approved by Council, was tabled.

 

ORDERED that the schedule of meeting dates for 2014-2015 was approved.
