14/23 MINUTES - PLANNING AND DEVELOPMENT COMMITTEE - 17 OCTOBER 2014

The minutes of the Planning and Development Committee held on 17 October 2014 were taken as read and approved as a true record.

14/24 SCHEDULE OF THE REMAINING PLANNING APPLICATIONS TO BE CONSIDERED BY COMMITTEE


The Head of Development submitted plans deposited as applications to develop land under the Town and Country Planning Act 1980 and the Head of Development reported thereon.
 

M/FP/0897/14/P - Erection of barn for the storage of hay and sheltering livestock adjacent to stables at Stainton Vale Farm, Thornaby, Stockton-on-Tees for Mr G Rock 

 

The Head of Development advised that the above application had been identified as requiring a site visit by Members of the Planning and Development Committee. Accordingly a site visit had been held on the morning prior to the meeting.

Full details of the planning application, planning history and the plan status were outlined in the report. The report contained a detailed analysis of the application and analysed relevant policies from the National Planning Policy Framework and the Local Development Framework.

Neighbourhood consultations had taken place and four objections to the application had been received, the details of which were contained in the report. There were no objections to the application received from the statutory consultees.
 

ORDERED that the application be Approved on Condition subject to the conditions contained in the report.

 

M/FP/0973/14/P - Variation of condition 1 of M/FP/0828/13/P to further allow the use of the land for accommodation of livestock at Stainton Vale Farm, Thornaby, Stockton-on-Tees for Mr G Rock

14/25 PLANNING APPEALS

The Assistant Director Organisation and Governance submitted a report to advise Members of the findings of the Inspector appointed by the Secretary of State for Environment, Transport and the Regions, with regard to the following planning appeals:-

 

Appeal Ref: APP/W0734/D/14/2224726 - 101 Park Road South, Middlesbrough, TS5 6LF (M/FP/0246/14/P) - Appeal Dismissed

Appeal Ref: APP/W0734/D/14/2224818 - 28 Cambridge Road, Linthorpe, Middlesbrough, TS5 5NN (M/FP/0561/14/P) - Appeal Dismissed

 

Copies of the decision notices in respect of the above appeals were attached at Appendix A and B to the report for Members' information.

 

ORDERED that the report and its contents be noted.

14/26 APPLICATIONS APPROVED BY THE HEAD OF DEVELOPMENT AND PLANNING


The Head of Development submitted details of planning applications which had been approved to date in accordance with the delegated authority granted to him at Minute 187 (29 September 1992).

 

A Member made reference to Application Reference - M/GRG/0753/14/P - Conversion of community centre to form special education needs (SEN) facility, with single storey classroom/lobby extension and 2.4m high bounday fence to match existing at Netherfields Community Centre, Fulbeck Road, Middlesbrough.

 

A number of residents had indicated that they were unaware of the application. The Head of Development advised that he would clarify which residents had been consulted as part of the consultation process in respect of the above application.
