13/15 TO CONSIDER PASSING A RESOLUTION EXCLUDING THE PRESS AND PUBLIC FROM THE MEETING DURING CONSIDERATION OF THE FOLLOWING ITEM OF BUSINESS ON THE GROUNDS THAT, IF PRESENT, THERE WOULD BE A DISCLOSURE OF EXEMPT INFORMATION FALLING WITHIN PARAGRAPH 3 OF SCHEDULE 12A OF THE LOCAL GOVERNMENT ACT 1972.


The resolution excluding the press and public was read and agreed.

EXEMPT
13/16 ADDRESSING FUEL POVERTY AND IMPROVING HOMES IN MIDDLESBROUGH - INVESTMENT PROGRAMME

That the Executive Director of Neighbourhoods and Communities submitted a report that sought endorsement and support for a proposal from the interested party to invest in Middlesbrough's domestic energy efficiency measures.

 

The report outlined in further detail information on:

  • CESP Element;
  • Eco Community;
  • Eco Affordable Warmth;
  • Local Employment and Training;
  • Customer Experience and Quality Assurance;

The report outlined in further detail that there were two options available.

 

ORDERED

  1. That the Proposal to deliver Energy Efficiency measures in Middlesbrough, in order that work can begin on site as a matter of urgency be endorsed;
  2. That the use of income generated to fund remedial work be approved; and
  3. That authority to approve variations to the scheme in order to help delivery be delegated to the Executive Director of Neighbourhoods and Communities.

RESONS

 

The decisions were supported by the following reasons:

  1. The Scheme will help reduce fuel poverty in Middlesbrough and particularly target areas that are experiencing pressure from rising fuel, food and other household bills.
  2. In addition, the proposal will seek to maximise local training and employment opportunities.
The decision(s) will come into force with immediate effect and are not subject to scrutiny call-in procedures.
